Confused - 5 years plus 3 years = 8?

Hi all,

 

As a newbie, I've read the book and digested the action plan but so I'm clear - if over 12.5a, under PD, I can issue a 28 day notice and start to build a 5000sq barn, live in a caravan with my family and take upto 5 years - after the 5 years could I then submit a 3 year temp planning application thus meaning, providing I've paid attention to the functional need, I could take upto 8 years before applying for permanence?

 

I only ask as this would allow me to establish a fairly strong case in that length of time....
