A little history of my plight of sercuring general permitted development rights.

This all started in november 2010 when i applied for a barn under the GPD system not having the required 5 hectares min the LPA advised me that i required planning permission.

June 2011 having now aquired an extra 4 hectares all be it woodland again the LPA said i required planning permission as they did not recognise woodland as part of agricultral land.

May 2013 having more than the required 5 hectares of agricutural land again applied for permitted development rights set out under class A, part 6, schedule 2 of the town and country planning GPD order 1995. The LPA advised me  an application for ( express planning permission is required ) ??

Can you give me any fresh ideas as to my next move?
