NPPF Planning Law Changes

We have recently had our planning application (cost £1200) for change of use to equestrian and erection of barn style stables on just under 5 hectares of land rejected despite having received pre-application advice from the LPA that "they could see no problems!"

The agricultural land is in an AONB and has not been in active use for many years. (whilst the setting is quite beautiful, it is no way Natural, having been built from the spoil of a man made reservoir).

We already have horses on the land for training and plan to expand the equestrian business further contributing to the rural economy.

Their arguments are quite ridiculous but before we appeal are considering our options e.g. renting some additional land, purchasing some additional livestock and use the 28 day permitted development rule

We also want to understand the implications of the NPPF - and the Presumption in favour of sustainable development.

Would/should this effect the timing/substance of an application?

Any thoughts on the best way to proceed is welcome.
