Newbie- under 5 hectares?

Hello all,
Thanks for reading.
I am new to this forum and have avidly been reading the book. 👍
I have a question regarding the 5 hectare rule.
I understand that above 5 hectares you don't need PP to elect a new barn.
If my potential land is under 5 hectares, is it therefore possible to erect a barn without PP or would I need permission then?

If have read that if the land is under 5 hectares, it is possible to add to or repair an existing building/barn without PP- is this correct?
If so, could I then live on the land whilst repairs being made.

Is it therefore NOT an option to erect a NEW barn on less than 5 hectares without having to get PP?

Sorry for all the questions, just trying to get my head around this rule,
And ideally I want a small amount of land (3-6) acres.

Above 5 you can use a 28 day / permitted development, under 5 and you will need planning
