New entrance into a B road

The land in trying to buy has access but it's pretty tight and I couldn't get anything of any real size threw it..... It's also owned by the next door land owner but we have right of way over it..... I'd like to make a new/ my own entrance into the top fields , which have road frontage, from the ' b road' and put a new track down threw my field to the point were the barn will be built etc. I'm ok with the whole barn 28day but will I put the track and entrance on the 28day or will I need to put in a planning application for this? Or do I apply to the highways agency?

Full planning for new entrance
Best to get pd for barn first as you can use existing entrance for that as its ag use
Then go for new when settled in a bit IMHO

Some people down the road from me on A394 have just made a new entrance to their fields - nothing to suggest it was with planning, just dug out a bit of hedge.

 

I suspect it should be an issue... but it's Cornwall and you can never tell. They appear to be the types going for the 'shanty town' look...
