I received this from the council today on a query about post and rail fencing. My query was if it would be free of cost due to Article 4 and the answer was yes.
"I can confirm that there is no fee unless the fence is higher than 2 metres or higher."
My query for the forum is - If I plant hedges along the 4 borders and they grow beyond 2 metres and the post and rail is barely visible, what happens then? I would not be trimming the hedges unless they take me to court.

I am not an expert but I am pretty sure a hedge does not count as development and so no planning permission is required.
This would be the case no matter how high the hedge grew and also regardless of the the article 4.

Please don't take my word for it! You should be able to call the council about this one.
You can ask in very general terms and they should be able to give you a straight answer.
