what is less than a hectare

hi ,im in the process of looking at a property to buy. the land only meaqsures  0.97 of a hectare. I belive that between  1 and 50 hectares is classed as a small holding anything above is a farm. 

my question is this do the same laws apply to me as to a small holder ie can I build a barn,and have a static house on for the first five years and then apply to convert the barn into a house .with a profitable business established by then.
