If the frames that are normally used for polytunnels were covered in netting, wire at the bottom to keep out foxes and plastic over the top to stop wild birds stealing the chickens' food and bringing in bird flu, would planning consent be required?

You can purchase pollytunnel chicken chicken houses, they do not require planning permission but they would be need to be built under permitted development, it is all down to the size and the way the planners look at them, smaller ones do not need permission.
