What animals or anything else constitutes need to live on site?

We're looking to buy some land near us (20-odd acres in total, with lake andwoodland, about 17 acres productive farmland that is currently fallow) and want to get planning to live onsite; we want our main income to be from market gardening (selling veg to local restaurants, veg boxes etc) but have been told by the planning authorities that we need to prove that we need to live on site (the fact that we have to sell our house to buy the land is not enough). i was wondering about livestock - i know that with some livestock it is deemed to be necessary to live onsite. could anyone tell us what we might be able to come up with to show them that we need to live there? if it is livestock what kind/how much and are there any other factors that we might be able to use?
