The conclusion is that the LPA needs to respond to the Functional need as presented by your application and not there percieved idea of functional need.

Good example Dave of how presentation/interperatation of Functional Need has been used in the past and should be used in the futureThis is an interesting briefing from a firm of planning consultants.

Think we have touched on this before it highlights the use of John Nix type figures and allocation of standard man days.These figures can be useful but also individual diverse projects which are encouraged in PPs7 should be acknowledged to have their own requirements.If it is based on a sound well proposed business plan it shows intent and that is the whole idea of the 3 year temp dwelling application

Hi Horse
I had difficulty this afternoon but is working for me now. Others obviously managed it so must be intermitent fault so keep trying . I've saved it to documents now just in case.

When we apply for our permanent residence we want to incorporate extra rooms for things like meat preparation rooms and storage etc. Do you think then that the LPA will have to take this into account re the size of property that we will be allowed to build. The property we want is not just for living in.

Imagine they would want you to provide these facilities in other buildings . If they were incorperated into the house they would be too easy to change there use to residential .There is however no reason to stop you trying. If you dont ask you dont get.

As the purposes you propose is not residential, it would not carry any weight on planning matters to allow extra residential area. You can include things like a wet room and drying room and possibly a laundry/utility room as these sorts of things are all typically found ina residential building. Whether the planners accept it is another matter.
Intersting fact that you might have caught on TV's 'Qi' the other week. Who has the smallest houses in the world? Apparently its here in the UK. We have the smallest average living space of any housing, certainly in Europe and possibly world wide/ Seems unbelievable as we are supposed to be one the top countries in the world.
