How much concrete can be laid on agricultural/eq land without planning permission?

We are in the process of applying for planning permission to build a stableyard and manege, and requesting change of use of the land from ag to equestrian. In the meantime we’re struggling to get by without a solid base for the ‘moveable’ shelters.
We have no reason to expect our plans be rejected as the whole road is stableyards, and have all but been okayed by the planning office who unofficially say it will be fine.

Can we lay the yard base without planning permission?
Is there a maximum size of concrete base that can be lain without it?

It’s confusing because some people say we can lay concrete within the law where the hell we like. Other say there is a maximum square footage.

We do need to do it to get through the winter but obviously don’t want to go outside the regulations. Be very very grateful if someone could fill me in on the law regarding this?
Town Planner: I mean the planning office have said they can’t foresee a problem unless we disrupt the landscape or there are environmental problems etc.

We are applying for facilities for a couple of our horses, not for anything commercial or large. It’s a very rural setting and just happens that everyone who lives along the road has horses or farms. It’s actually quite lovely.

Well exactly, we’re trying to do it the right way but the winter is here and we’re going to be stymied. I’d just like to know what the options are within the law.

- I do not understand this. Do you mean it may only be justified on agricultural land? Do hardstanding area allowances without planning permission differ with regards to whichever tie is applicable?

And, I guess, where exactly are these rules documented for the general public to view? Not the gov website in general
