agricultural dwelling residential development

Hi there, does anyone know, or would be able tell us how to find out if an "agricultural dwelling" would or would not be legally classed as "residential development"?

Is that definite as my interpretation is that a 'residential development' would be more than one house or a very large property, whereas an 'agricultural dwelling' would be a small home necessary for a farmer to be able to manage his agricultural business. Surely they are different?

 

I have come across many covenants on parcels of agricultural land that were enforceable on residential development but excluded an agricultural dwelling which is what made me think that the two things must be different.

Plus there is no limit (within reason) of what constitutes a 'development', it could be one house, an estate or a massive barn
