I recently used justanswer.co.uk - you have to specify what type of expert you need and outline the question. My planning consultant was absolutely excellent and very logical in his answer ---- but I was very specific about the question. It costs £25 and if the right expert doesn't reply and you aren't happy you don't pay. It is REALLY good...... and I am not on commission!
